Governor John Carney announced Jonathan Starkey, deputy chief of staff for communications, will leave the Office of the Governor early next month to join Newark-based private student lender Sallie Mae as director of corporate communications.
“Jon has been a core member of our team since Day 1,” Carney said in a statement. “His experience and strategic advice were critical in helping us navigate through a long list of challenges over the past 5 and past years, and I’m especially grateful for his leadership in driving our communication efforts during the COVID-19 pandemic. Jon’s discipline and focus around defining and implementing our Administration’s priorities have helped us follow through on our commitments to the people we represent.”
Emily David Hershman, currently the director of engagement & special projects, will take on the role of director of communications and serve as the governor’s main point of contact for the media.
Jessica Borcky Weinberg, currently the deputy communications director and digital director, will take on the new role of director of digital government & senior advisor to the governor, responsible for coordinating digital government activities across cabinet agencies, and creating content to communicate Carney’s priorities to the public.
“Jess and Emily have been critical members of our team for years as we’ve navigated the COVID-19 pandemic, and engaged with Delawareans on any number of issues from education to the economy and public health,” Carney added. “They share an incredible work ethic and a dedication to public service. I’m confident that Jess and Emily are the right people for the job. And I know they’ll step up in their new roles and continue to serve our state well.”
Jeffery M. Lewis, senior vice president of financial advice from Morgan Stanley Wealth Management’s Greenville office, has been named to Forbes Magazine’s 2022 list of Best-in-State Wealth Advisors.
The Forbes list comprises a select group of individuals who have a minimum of seven years of industry experience.

Delaware Engineering Society announced the Engineer of the Year and Young Engineer of the Year winners for 2022 are Holly Rybinski and Nicholas Dean. The awards are nominated by those in the engineering industry in the state of Delaware and are selected by the past presidents of the Delaware Engineering Society.

Rybinski is a traffic operations engineer licensed in Delaware, Pennsylvania, and Maryland. She was first inspired to pursue traffic engineering at the University of Delaware. She later attended the University of California at Berkeley, where she had a small role in shaping the architecture of U.S. intelligent transportation systems (ITS). Rybinski founded Rybinski Engineering to create safe, efficient, and sustainable transportation solutions by fostering an exceptional environment for its team of experts to perform at their best.
For more than 10 years, Rybinski developed and taught traffic and ITS course material for the University of Delaware. She has continued to teach as a consultant for DelDOT’s Transportation Management Center. In recognition of her academic influence, Holly was awarded the 2018 Outstanding Alumni Award by the Department of Civil and Environmental Engineering at UD.

Dean is a project engineer in the bridge design sector at the Delaware Department of Transportation (DelDOT). Dean earned his bachelor’s and master’s degrees in civil engineering from the University of Delaware.
At DelDOT, Dean has helped grow the Department’s Accelerated Bridge Construction (ABC) program. As the lead designer, he worked on Bridge 1-438 in New Castle County, Delaware’s first all-prefabricated bridge. This project utilized precast bridge elements and ultra high-performance concrete (UHPC) joints to accelerate the construction timeline from the typical 75 days to 31 days; it also employed Delaware’s first, and the nation’s second, application of a UHPC overlay.
In addition, Dean was the lead designer of one of two overpasses replaced as part of the I-95/SR-141 Interchange Project, where the department employed precast columns and pier caps, and prefabricated steel superstructure modules, which resulted in a time savings of over 250 bridge construction days.

Atlantic General Hospital and Health System Board of Trustees has selected Donald Owrey, MBA., FACHE, to serve as the next president and CEO for Atlantic General Hospital and Health System.
Owrey brings over 30 years of health care experience and leading regional health care strategy to AGH. He has spent the past 20 years in various leadership roles with the University of Pittsburgh Medical Center (UPMC). Most recently, in addition to his role as president of UPMC Williamsport, he served as the COO for UPMC’s northern region, which was comprised of six rural and community hospitals, a 450-provider medical group, and over 5,000 employees.
While there, Owrey was directly responsible for establishing the strategic direction and providing operational leadership for the systems hospitals and providers resulting in consistent operating margin improvements, year over year advances in Press Ganey patient experience scores and notable gains in patient safety and quality, and impressive employee engagement ratings. In this position, Don led the development of a fully accredited Level 2 trauma center at UPMC Williamsport and oversaw $90 million in capital improvement projects, including a cancer center expansion, a 30-bed inpatient rehabilitation unit, and numerous other programs expansion and infrastructure projects.

Bancorp Bank welcomes Randall Baugh as its new managing director and chief compliance officer. In this role, Baugh will be responsible for overseeing the bank’s compliance management system, including the compliance risk management program within the bank’s core consumer and commercial deposit and lending services, under the leadership of Executive Vice President and Chief Operating Officer Greg Garry.
Baugh brings a breadth of experience within financial services consumer protection and consumer banking to The Bancorp. Most recently, he served as the head of e-trade bank compliance at Morgan Stanley, where he was responsible for leading day-to-day compliance activities in addition to bank integration activities as a result of Morgan Stanley’s acquisition of e-trade in late 2020. Simultaneously, he served as the head of Morgan Stanley US Banks Deposits, Marketing, and Advertising Compliance.

Office of Defense Services Appellate Division Chief Nicole Walker was elected to serve as a member of the American Academy of Appellate Lawyers (AAAL).
Walker is one of two attorneys in Delaware and one of four public defenders nationwide to be elected to the AAAL.
“It is an honor to be elected to the Academy and serve as one of two members from the First State,” Walker said in a statement. “It has also been a privilege to spend my career ensuring our clients receive due process of law by providing them a voice in the most prestigious state supreme court in the country.”
Walker has represented numerous clients in appellate matters over the course of her 22-year legal career. Her work has resulted in several overturned murder convictions and when Delaware had the death penalty, the reversal of three death sentences. Her litigation was also integral in changes that ensured that all offenders held in the violation of probation centers were entitled to credit for incarceration.

He also serves as a representative on the Salisbury-Wicomico County Planning and Zoning Committee. Prior to DBF, Shertz was the sole proprietor of an architectural design firm in Chestertown, Md.
In addition to his residential design work, Shertz has designed several prominent commercial projects throughout the Eastern Shore including the Ocean Pines Golf Clubhouse in Ocean Pines, Md., and most recently Dickens Parlour Theatre in Ocean View. He also designed boardwalk changing room facilities for the city of Rehoboth Beach, which are currently under construction and are set open to the public by early summer of 2022.
Navient announced board member Katherine A. Lehman will not stand for reelection at Navient’s annual meeting of shareholders.
Lehman, a partner for the Palladium Heritage strategy at Palladium Equity Partners and a Navient director since 2014, informed the board that her expanded role at Palladium will require her to allocate more time and attention.

Delaware Safety Council (DSC) has announced Stacey Inglis’ promotion to executive director, DSC’s first female director, following Julian “Pete” Booker’s retirement.
For the past five years, Inglis was vice president of Marketing, Historic, and Cultural Affairs with the Tilton Mansion. Prior Inglis served as senior vice president of marketing/research and development with Steuben Foods. Throughout her career, Inglis has held various executive management positions in the food and beverage, automotive, and hospitality industries.

Beebe Healthcare recently thanked 22 retired board members from Beebe, the medical group, and the foundation. Normally an annual event, the ceremony had not occurred since February 2020.
Wesley E. Perkins
Perkins joined the Beebe Board of Directors in 2014 and served for six years. He chaired the Root Cause Analysis Board Committee and still serves on the Quality and Safety Committee as a community member. He also participates in the Populations of Inequities Coalition.
Anis K. Saliba, MD
Dr. Saliba joined Beebe in 1968 as a General, Thoracic and Cardiovascular Surgeon. He was appointed to the Board of Directors in 1988 and served for 33 years. Over those years as a physician, Dr. Saliba served in many capacities including president of the medical staff and chief of staff. Dr. Saliba recently retired from the Beebe Medical Group Board of Directors and was also recognized for his 23 years of service on the BMG Board.
Michael Clemmer
Clemmer started at Beebe as the executive director of the Beebe Medical Foundation and after his retirement was recruited to the Board of Directors. Clemmer served six years from 2014 to 2020 and served on various committees including the Governance Committee.
Daniel Cuozzo, DO
Dr. Cuozzo served on the Beebe Board representing the Beebe Medical Group as their Chairman. He served on the Beebe Board for one year from 2019 to 2020 and is also recognized as a retiree from the Beebe Medical Group Board serving for seven years including Chairman of the BMG Board.
Gregory Bahtiarian, DO
Dr. Bahtiarian was appointed to the Board in 2015 and served for six years. He is a member of Beebe’s Medical Staff. Dr. Bahtiarian served on the Root Cause Analysis and Quality and Safety Committees prior to his retirement from the board of directors.
Wilson Choy, MD
Dr. Choy is a member of the Beebe Healthcare Medical Staff and was appointed to the Board of Directors in 2015, serving for seven years.
Janet B. McCarty
McCarty joined the Board of Directors in 1994 where she served for 27 years before retiring in 2021. She served as vice chair of the Beebe Board for seven years and the Chair of the Board of Directors from 2005 to 2010. She served on every board committee over her tenure including the Chair of the Joint Conference Committee. McCarty was a member of the Beebe Medical Foundation Board for 18 years. The Beebe Healthcare Board recently appointed her as Chair Emeritus.
Michael L. Wilgus
Wilgus joined the Beebe Board of Directors in 2007. He served on a variety of committees including the Executive Committee and served as the chair for many years of the Pension Committee and Real Estate Committee. He retired from the Board in 2021 serving 14 years.
James W. Bartle
Bartle was employed by Beebe as the chief financial officer for 25 years before retiring in 2013. He was appointed to the Beebe Board of Directors in 2014 serving for seven years. He served as the chair for the Audit and Compliance Committee during his time on the Board.
Frank Czerwinski
Czerwinski joined the Beebe Board of Directors in 2014 and served for seven years before retiring this past year. He is also recognized by the Beebe Medical Group Board of Directors. He served on the BMG Board for four years until 2020.
David Herbert
Herbert joined the Beebe Board of Directors in 2012 after serving as a consultant for the root cause analysis process. He served as vice chair for a year and a half and became the Board Chairman in October 2017. He served the Beebe Board of Directors for nine years before retiring this past fall. He is also recognized for serving on the Beebe Medical Foundation and Beebe Medical Group Boards of Directors as an ex-officio member. He retired from those boards in 2021.
William Swain Lee
Lee was appointed to the Beebe Medical Foundation Board of Directors as an ex-officio member when he became the Chairman of the Beebe Medical Center Board of Directors in 2010. He served the Beebe Board as Chairman for seven years and is a Chairman Emeritus for the Board of Directors. He was appointed as a regular member of the Beebe Medical Foundation Board of Directors and served until October 2020 for a total of 10 years.
Paul Cowan, DO
Dr. Cowan served as treasurer for the Beebe Healthcare Board of Directors from 2010 to 2020. He continued to serve on the Beebe Healthcare Board of Directors having reached his 12th year. He retired in 2020 from the Beebe Medical Group Board of Directors.
Maria Haldar, MD
Dr. Haldar served as a member of the Beebe Medical Group Board from 2013 to 2020. She is employed by Beebe Medical Group and is a member of Beebe Healthcare’s Medical Staff.
George Kluchnik
Kluchnik was appointed to the Beebe Medical Group Board of Directors in 2014 and he served seven years before retiring in 2021.
